Selectboard Meeting Minutes
April 15, 2008

The meeting was called to order at 7:00 pm.
Present: Marc McKee, Vern Stone, Sydney Veysey
Bob Hodge, Naomi LaBarr
Guests: Debra Kingsbury, Neil Hochstedler, Pamela Mainville, John Zimmer, Doug Shane, John Roy, Steve Ward

Steve asked if the town would provide road crew and equipment to help Vershire Fire & Rescue install two dry hydrants. Locations and benefits of the dry hydrants were reviewed. Steve reviewed a map that Vershire Fire & Rescue is putting together with the road names, 911 reference points, dry hydrant and DART landing areas. Bob and Steve will coordinate dates for installation.

Bob asked if Vershire Fire & Rescue would flush several culverts after things dried out. Steve reported they would, plus they would hose off the parking areas at the office and Town Center.

John reported that the Town Center committee is starting to plan the work discussed at Town Meeting and asked for input. Keys, the storage area, sheetrocking, contracts, insurance certificates, local contractors, number of quotes, and summer camp schedules were discussed. The Selectboard asked the committee to get three bids for each project if possible.

Doug reported that the recycling containers from NRRA arrived this morning. Access to the containers was discussed. Doug reviewed the recycling program and reported that he is asking the townspeople for input on keeping the recycling at the Town Center or moving it to the fire department parcel.

John reported that the attorney's comments on the ECFiberNet contract did not affect the substance of the document and that the town is now part of the interlocal contract. He added that a revised version of the contract will be ready for the Selectboard to sign in a few weeks. John also reported that Fred Crowley was interested in being an alternate representative to the group. The Selectboard appointed Fred Crowley as Vershire's alternate representative to the ECFiberNet group.

John reported that VerShare is sponsoring a town-wide yard sale on May 24 from 9:00 to 3:00 and asked the Selectboard's permission to use the lawn at the Town Center for those participants to use that have a difficult access to their home. He added that participants would be required to remove any unsold items immediately from the Town Center property. The Selectboard granted permission to use the Town Center lawn for the yard sale.

Pamela requested use of the Town Center for the Summer Community Camp for 2 weeks plus one week for the set up, beginning July 7. She also requested the use of the storage area off the kitchen starting immediately to store items for the camp. The Selectboard granted permission for the camp and storage area.

A VT Telecommunications Authority memo was discussed.

Debra asked permission to send a letter of recommendation to Cartographics because the Listers were so pleased with their work. The Selectboard approved her request.

Debra thanked the Selectboard for moving the boxes of garbage bags and said that she had not had any more repercussions since they were moved. She also asked about a vacuum cleaner for the Town Center, and a handicapped bar for the new bathroom at the office. Marc will look into both.

The Selectboard voted to keep the first four tires without rims in the special tire collection on May 3rd free for Vershire residents/taxpayers. The road crew will help with the backhoe for both scrap metal collections.

Marc made a motion to approve the minutes from Apr. 1. Syd seconded the motion. All were in favor. Syd made a motion to sign the orders with the addition of J. L. Smith for $2795.00. Vern seconded the motion. All were in favor.

Prices for the new ton truck were reviewed. Financing and leasing were discussed. Side dump bodies were discussed. The Selectboard voted in favor of signing a lease with Cody Chevrolet for a truck with a side dump body from Fairfield for $70912.00 with a yearly payment of $17229.46. Vern and Marc will meet with Cody Chevrolet to sign the lease.

Other highway business discussed:
a.. Bob reported that they are taking the sander off the existing ton truck, but the bed will need to be reinforced.
b.. The road crew is staying ahead of the mud and doing a good job keeping ahead of the road problems.
c.. 4-wheel drive trucks are messing up the roads and ditches in some areas.
d.. Road grading will begin.
e.. The success of the fabric put down in bad areas on the graveled roads last year was noted. Additional spots that would benefit from fabric were discussed.
A memo from Vermont League of Cities and Towns PACIF regarding renters insurance for the Town Center was discussed. There will be further review of this new program. The Selectboard will ask VerShare for a damage deposit for the summer camp.

The Selectboard appointed Fred Crowley as Vershire's alternate representative to the ECFiberNet group.

He added that participants would be required to remove any unsold items immediately from the Town Center property. The Selectboard granted permission to use the Town Center lawn for the yard sale.

Pamela requested use of the Town Center for the Summer Community Camp for 2 weeks plus one week for the set up, beginning July 7. She also requested the use of the storage area off the kitchen starting immediately to store items for the camp. The Selectboard granted permission for the camp and storage area.

A VT Telecommunications Authority memo was discussed.

Debra asked permission to send a letter of recommendation to Cartographics because the Listers were so pleased with their work. The Selectboard approved her request.

Debra thanked the Selectboard for moving the boxes of garbage bags and said that she had not had any more repercussions since they were moved. She also asked about a vacuum cleaner for the Town Center, and a handicapped bar for the new bathroom at the office. Marc will look into both.

The Selectboard voted to keep the first four tires without rims in the special tire collection on May 3rd free for Vershire residents/taxpayers. The road crew will help with the backhoe for both scrap metal collections.

a.. Bob reported that they are taking the sander off the existing ton truck, but the bed will need to be reinforced.
b.. The road crew is staying ahead of the mud and doing a good job keeping ahead of the road problems.
c.. 4-wheel drive trucks are messing up the roads and ditches in some areas.
d.. Road grading will begin.
e.. The success of the fabric put down in bad areas on the graveled roads last year was noted. Additional spots that would benefit from fabric were discussed.
