Selectboard Meeting Minutes
April 1, 2008
The meeting was called to order at 7:00 p.m.

Guests: Mary Martin, John Roy, Fred Moody (Greater Upper Valley Solid Waste District), Debra Kingsbury, Doug Shane
John reported that the ECFiberNet contract was reviewed by the town attorney and none of the comments would be deal-breakers for the town. He reported that ECFiberNet is asking the contract to be signed as is to get the ball rolling because they are not in the position to review and make changes from 25 towns. John covered how the town is still protected: 1. ECFiberNet plans to take every lawyers comments and rework the contract this summer. 2. Any town can opt out with 30 days notice for any reason until the capital lease is signed. 3. The town can choose not to sign the capital lease. An alternate representative to ECFiberNet was discussed. The Selectboard voted in favor of signing the ECFiberNet contract.
Fred Moody reported that Vershire's representative to the Greater Upper Valley Solid Waste District has done a fabulous job in helping the district save money on the new bridge to access the landfill. He reported on landfill operations, the development of the landfill on the district owned property, special collections run by the district, food composting projects in the schools. Recycled materials that end up in landfills, mandatory recycling, and junkyards were discussed.
Doug reviewed an analysis of Vershire's recycling program that New England Resource Recovery (NRRA) had submitted that would provide income for its recycled materials collected instead of the expenses that the town now pays out. Moving the recycling collection to the Vershire Fire & Rescue property, building a ramp, the materials NRRA accepts for recycling, and a special fund for the income generated from recycling were discussed. Recycling site permitting, insurance, and Act 250 will be investigated. The Selectboard voted in favor to move forward in using NRRA for the recycling program.

New truck and body prices were reviewed. Bob noted that steel prices will be going up in May or June. Vern and Marc will meet with Bob at the town garage to review the trucks and prices.
Bob noted that the town will be putting gravel on the roads in the next few days, and that it helps the roads if people try to stay off them as much as possible in the mud season.
Marc proposed raising money for a new town garage by holding an auction. Discussion followed. Marc would like a committee to help draw up plans for a new building to give everyone time to review them and make suggestions/changes.
Debra asked about moving the trash bags out of the office. Marc will follow up.
Marc made a motion to approve the minutes as corrected. Vern seconded the motion. All were in favor.
Debra reported that the tax maps have been completed and that the Listers will be sending notices to those with acreage/assessment changes.
Syd made a motion to sign the orders. Vern seconded the motion. All were in favor.
The Selectboard will send a special collections reminder out to residents.
